Club Bylaws
AMENDED AND RESTATED
BY-LAWS OF
FAIRPORT YOUTH RUGBY CLUB
The By-laws of Fairport Youth Rugby Club were amended and restated this 9th Day of December, 2008.ARTICLE I
The Club is and shall be called the Fairport Youth Rugby Club, also known as Fairport R.F.C.
ARTICLE II
Object and Purpose
The objects and purpose of the Club are:
(B) To ensure that the playing of the game of Rugby Union Football within the said area is carried out observing fair play according to the Laws of the Game and a sporting spirit.
The Fairport Rugby Football Club membership shall be open to any willing and able person that wishes to contribute in the objects and purpose of the Club.
The membership shall consist of:
A PLAYING MEMBER fulfills the following requirements:
ARTICLE IV
Affiliation
The Club and its members will observe and be immediately governed through its Club Officers.
The Club and its members will observe and be immediately governed through its affiliation with New York State Rugby Conference and the Northeast Rugby Union, which directly interprets the Laws of the Game as written by the International Rugby Board.
The Club shall remain governed by the New York State Rugby Conference as long as that body remains affiliated to, and in good standing with, the Northeast Rugby Union, the United States of America Rugby Football Union, and the International Rugby Board.
The Board of Directors shall oversee the Club Officers and approve of the club budget. The Board of Directors will interface on a regular basis with the Club President. Board Members may serve as any club officer unless otherwise stated. The Board will meet at least semi-annually. All Board Members shall serve until they choose to resign, or are voted off the Board by a 2/3’s vote of the other Board Members. New Board Members can be added to the Board by a 2/3’s vote of the Board Members currently serving on the Board. The Board will consist of the following positions:
THE CHAIR OF THE BOARD: The Chair of the Board will run Board meetings and will serve as a tie breaker on any vote made by the Board. The Chair serves for two years at which time the position is rotated to another Board Member at the discretion of the rest of the Board of Directors. The Chair may not serve as Club President, but may serve in any other club capacity.
THE BOARD SECRETARY: The Board Secretary also serves a two-year term at which time the position is rotated to another Board Member at the discretion of the rest of the Board of Directors.
COACHING MEMBER: Both the Head Coach of the Boys and Girls coaching staff will be a full board member automatically upon delegation of such position and as long as he/she holds such position.
PARENT MEMBER: One parent representing each of the Boys and Girls teams will be appointed by the board to be full board members. Those parent members will in addition serve as chairs of their respective girls and boys booster clubs.
AT-LARGE MEMBERS: Any Board Member not currently serving as Chair, Secretary of the Board, Coaching Member, or as a Parent member, is an At-Large Member of the Board of Directors.
ARTICLE VI
Club Officers and Booster Club Committees
Club Officers:
All officers to the club are to be appointed by the Board of Directors for a one-year term. If there is any disagreement on the appointment of an official, the candidate who is supported by a majority of the Board of Directors shall be given the position. Officers of the club may be any or all as follows:
BOYS/GIRLS HEAD COACH: Each team will have designated head coach responsible for engaging assistant coaches, arranging/delegating the authority to arrange matches, organize and run practice sessions, and make selections for their team.
THE PRESIDENT: The President of the club shall be the Chief Officer of the club and shall have general and active supervision over the business of the club and oversee the Treasurer and committee chairs. The President is to approve any expenditure of over $500. The President of the club shall also be the chief representative of the club in all outside meetings, activities, and functions.
THE TREASURER: The Treasurer of the club shall propose and manage the club’s annual budget, and have charge of and custody of and be responsible for all funds of the club. The collection of dues, deposit and disbursement of funds, and exhibition and auditing of accounts shall be directed by the Club Officers. Other duties may be assigned to him/her by the President, Club Officers, Board of Directors and/or the By-Laws of the club.
All officers elected by the Board of Directors and shall take office after the election and shall hold the office for a period of one year. In the event of an office becoming vacant between meetings of the club, then the President may appoint an individual to fill the office, until the Board of Directors can elect a new officer.
It is required that the offices of the Head Coaches, President, and Treasurer be filled. Other positions of responsibility shall be assigned by the Club Officers and/or Board of Directors and subject to the provisions set forth in the By-Laws.
Booster Club Committees: The following are not club offices, but rather informal roles. Roles designated by asterisks (*) are required to be filled each season. Other committees are optional at discretion of Booster Club Chairs. Committees can be led by a committee chair, or by a shared leadership at discretion of each committee.
* BOYS/GIRLS FUNDRAISER / CLOTHING COMMITTEE: Responsible for generating and incorporating fundraisers for the booster club and for finding a design, collecting money, and ordering clothing for their team. Fundraising and clothing decisions shall be approved by the President.
* BOYS/GIRLS FIELD COMMITTEE: Responsible for field set-up and maintenance.
* BOYS/GIRLS SOCIAL COMMITTEE: Responsible for organizing post-game social functions following all home games.
WEBMASTER COMMITTEE: Responsible for maintaining the Club website.
BOYS/GIRLS TRAVEL COMMITTEE: Responsible for organizing travel arrangements for their respective team. These duties include reserving hotel rooms for players and recruiting drivers and chaperones for overnight trips.
BOYS/GIRLS COMMUNICATIONS: Responsible for creating phone trees and contacting players and parents for updates and changes in practice and game times.
ALUMNI COMM ITTEE: Responsible for maintaining a list of alumni to inform them of Club functions and to invite alumni to club functions.
ARTICLE VII
Amendments
In any event that it becomes necessary and/or desirable to discontinue the activities of the club as it is presently constituted, this can be done by a majority vote of the Board of Directors.
The club shall consist of one unified body consisting of all members. All club members should be present at the general meeting. A majority of club membership must be present for general business to be conducted.
